Funding Options For ASTI Training
There are various funding opportunities to support your agency’s participation in ASTI training. We can assist you in identifying suitable funding sources tailored to your needs.
Sponsor Paid
ASTI is a 501(c)(3) non-profit organization. Sponsors such as critical infrastructure/key resources partners, businesses, and individuals can pay for training as a tax-deductible donation. In regions with an active InfraGard program, agencies can partner with InfraGard to sponsor their training while simultaneously encouraging InfraGard membership.
Host Agency
The jurisdiction, agency, or association organizing the training course or conference pays via their regular payment process. When needed, ASTI can help with the payment approval process by providing a sole source justification letter explaining why the agency seeking training is the only provider for this service.
Cost-share
The cost of a training course or conference can be:
- Co-shared with sponsor(s)
- Co-shared with another jurisdiction or agency
Registration Fees
The host agency funds the training or conference, but the cost is off-set through registration fees managed by the host.
Homeland Security Grant Program-state Homeland Security Program (SHSP)
State, local, Tribal, and territories (SLTT) that receive SHSP funding have minimum spend requirements for five of the identified priority areas. Both the 3-day course and 1-day conference are allowable activities under the grant program and can help SHSP and UASI recipients meet the spend requirements for funding in the following areas:
- Enhancing information and intelligence sharing and analysis
- Combating domestic violent extremism
- Enhancing community preparedness and resilience
Homeland Security Grant Program–Urban Area Security Initiative
Urban Areas that receive UASI funding have minimum spend requirements for five of the identified priority areas. Both the 3-day course, and 1-day conference are allowable activities under the grant program and can help SHSP and UASI recipients meet the spend requirements for funding in the following areas:
- Enhancing information and intelligence sharing and analysis
- Combating domestic violent extremism
- Enhancing community preparedness and resilience
Assistance To Fire Fighters Grant
Eligible fire departments, nonaffiliated emergency medical services (EMS), state fire training academies, and non-federal airport and/or port authority fire or EMS organizations can apply for assistance.
Priority goes to training that benefits the most personnel or other eligible organizations. ASTI’s training and conferences focus on regional areas and include several groups, like local agencies and important partners in critical infrastructure.

Emergency Management Performance Grant (EMPG) Program
State, local, Tribal, and territorial emergency management agencies can get help when implementing the National Preparedness System (NPS) to support the goal of a safe and resilient country. They can apply for assistance to:
- Build or maintain important skills and resources that are high priority, as identified by the Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR) process and other sources.
- Fill any gaps in skills or resources identified in their most recent preparedness review.
* Application period is typically February to May.
Intercity Bus Security Grant Program
Apply for a 50% hard match for Training and Awareness if your agency qualifies under the following criteria:
- Your agency is an operator providing intercity, over-the-road bus transportation
- Your agency has completed a vulnerability assessment
- Your agency has developed a security plan that provides services to one or more historically eligible UASI urban areas

Nonprofit Security Grant Program
Eligible nonprofit sub-applicants located within UASI-designated high-risk urban areas may apply through the state to receive funding for Training and Awareness .
